I've already overhauled the engine last year,and its working fine,its a 2L toyota engine,jap. made. would repair or replacement of radiator help? should an aditional fan also needed? does those green colored coolant really help ?is there some device that i can install to help cool the engine?

1. Make the thermostat is working. When the engine reaches the proper temp, it should open and let coolant flow. You can see this happen if you have the cap off the radiator when the temp is reached.2. If you have an electric fan, make sure it's working. Most cars you can hear it kick in. If your car stays cool at freeway speeds, but heats up while at a light or really low speeds, it may be the problem.
3. Flush the radiator. Use a good flush and be sure to clean it out thoroughly before adding coolant.
4. Make sure the radiator cap is holding pressure. If it's old, replace it with one that is set to hold the proper pressure for your system.

You didn't say how far north or south you live, so I can't tell if it's going to freeze, if you're using plain water. If you live in the south, I guess you can get away with using plain water, if it doesn't go below freezing.
But you should buy a gallon or two of the green anti-freeze, because it won't boil off to steam, and because it has anti-corrosion additives.

Check your water pump, thermostat, radiator, head-gasket, cooling fans, coolant mixture, coolant level, and oil level. Green coolant is fine when mixed 50/50 with distilled water. Unless you are over working the engine you shouldn't need an extra devise to help cool it. Never used a product called "Water Wetter" from auto-parts stores, but it may help assuming your cooling system is functioning correctly.I will give you few suggestion which will certainly work.
1. Do not get in to the trouble of repairing the radiator. there could be chances that it is rusted from inside or may have leakages. therefore, go to the scrap market in your area and get a genuine japanese radiator of the same model and replace it with the one you have in your vehicle.
2. No need to go for an additional fan. take it to an electrician and ask him to set the fan to direct. In this case fan will remain start all the times, and will not wait for the engine to heat up to a certain temperature to start. this will keep your vehicle cool.
3. when you replace the radiator, fill it with genuine coolant.
4. Make sure that the radiator cap is genuine. it should be air tight. this is a very small point but it works. if your radiator is in perfect condition but the cap is not and takes air in, radiator efficiency goes down. make sure you have the genuine radiator cap.
