i own a repair shop,and try changing the gas filter on it,and the air filter ,either one of these will cause it to run like this ,both are cheap parts to buy,and easy to replace also,that would be the first thing id check ,if i was working on it,good luck i hope this helps.

run it for about 3 minutes then rev... will it go past 2000?... now run it about 25 minutes now using a hair drier on high heat pointed at it super heat it and try the above 2000 RPM test again... if it doesn't go past 2000 replace this sensor...
