I think you are on the right track as the system you refer to is called the brake shift interlock system. This requires that you step on the brake before being able to select any transmission operation. The system is energized by the brake switch, but not in the brake light circuit. It has its own circuit. This you can usually hear working as if the brake switch works, the solenoid inside the column or on the floor shifter will click. If it does, the power and brake switch supply to the solenoid as well as the solenoid are okay. This will then be a physical problem with the solenoid cable or locking bar. It will have to be dis-assembled to find out what has happened. Don't try to force as you will wreck more than is already faulty. These were usually the fault of the brake switch. My advice would be to go to the dealership and get some electrical schematics for diagnosis. Get a Haynes Repair Manual at the local Auto Zone or auto parts store in your area. It will troubleshoot and show you how to fix your vehicle. Also on the Auto Zone site has a section for vehicle maintenance. At thew site below you can look up what maybe wrong, if too cheap to buy the book.Chevy SIlverado 1500, or dodge ram 1500? they are both year 2003.?

If it has a Tilt steering wheel, check to see if it has some "play". The U-joint in the column might be binding up the shift mechanics. Is it on a hill?
