i work at a vw dealership. your passat as a chip in it that the key reader has to be able to read to un-imobilize your car.we have had people in the past wanting to get keys else where but cant due to the chip.
one way to avoid the labour charge for coding is go to the local dealership on a sturday, walk pastreception and into the garage, ask one of the techies to do it after hours and yuo could save £50, a out of hours techy could do it in under half an hour for £10, we do at our garage
look on ebay for a blank key - i did this for my mountaineer. then you still go to the dealership to get it copied from the original, but it is much cheaper!!

I also have a VW Passat and want a key as I only got one when I bought the car. I was stunned when the dealers told me the price, then I had to pay extra to get it coded to work with my car. doubtful but ask a breaker to see if he owns any then get it reprogrammed but this will be a main dealer job unless you can find a hooky guy who can.
