Which mods should I put on my 07 Civic Si?

Is it better to start with suspension or power? For power, should I start with cold air intake, headers, and an exhaust? Which is safer, turbo or supercharger? Are there any drawback to going all motor?

Personally for me i would start with suspension mods first because a race is settled in the corners not in the straights so if your cars suspension is tuned right your car could beat other cars on the track that have significantly more power then yours, as long as you can drive it anyway. As for power, what you said is a good start, CAI, DC headers and exhaust would be nice, but as the first answer said make sure its an actual COLD air intake and not some stubby POS intake. Superchargers are a lot safer then turbochargers. The only real drawback from going all motor is that you won't have as high HP numbers as if you went with forced induction. I prefer all motor or supercharged because you have that instant power gain instead of having the lag that you have with turbos.

just leave it stock, if you wanted power you should have bought something made for power and TORQUE, not just pep. but what ever you do, don't add a cold (hot) air intake, they work ONLY if you have it boxed off from the rest of the engine, if its not seperate then you're sucking in hot air fromt he engine compartment and you're really doing nothing but sucking in hot air.

Can you put turbo in a honda hatchback?

Seriously there's nothing impressive about a Honda, get a muscle car! But unless you're gonna be actually racing a lot the supercharger or turbocharger would be a waste of a few thousand dollars. Start with the intake, then go to the headers and exhaust. the suspension should be fine as is. Funny story, I blew the doors off a supercharged Celica the other day in my '98 Mustang GT. It's completely stock aside from the new headers and catback exhaust I bought.

I would leave it as is for now or least until it is out of warranty. After the warranty expires do all those things you want.
