I assume it is fuel injected,it may not be running in closed loop,closed loop is when the computer is controlling the injection rate.Two areas to look at,oxygen sensor,and engine coolant temp sensor,if the sensor has an open cicuit it will send a signal to the computer that the engine is running at -40c,hence no closed loop operation also check the thermostat make sure it is not stuck open,the engine cannot get up to running tempwhat should the rev limit be on an xr3i?
by good service, you mean plugs, wires, air filter?un serveced fuel injectors may need to be looked at.
poor fuel milage can be from, dirty air cleaner, dirty fuel injectors, worn spark plugs, out of balance engine sencesors, engine slightly out of time, dragging transmittion.
Have a trusted mechanic take a look at it.
