1990 Pontiac Grand Prix more info to 2.5 rpms.??

Question:
It runs great, but won't idle down UNDER 2.5 rpms. It opens up at 3.0 rpms. The fuel pump was replaced, small vacume leak fixed, and no others show up. Seems to totally reset its computer after every shut off. GM computer shows everything working correctly.?
