Most fuses aren't operational until the key is turned on, others won't function until the device is operated that it's made to fuse such as some of the Ford vehicles for the taillights. Ford also uses a start function in some items in the car and the fuse won't get power until it's in start only.
You need to find out when it gets power and from where first and only a electrical manual for that year will work.

You should do a volt meter test. place your black probe on your negative terminal of your battery, then touch your red probe to each contact the fuse goes to. The only thing after that you can do is find what wire goes to that fuse and trace it back to the problem. I would suggest finding some detailed wiring schematics complete with the wire colors that will speed things up considerably.
