It's the emergency gear release. These cars cannot be taken out of park without getting an electrical signal from the brake switch that the brakes are on. In the event of a dead battery, there is no way of taking the trans out of park for towing, so they pop open the plate and push on a release lever inside to manually release the gear selector, as long as the key is in the unlocked position.

Its the gear lock release. If your battery is dead or etc. and it needs to be towed or pushed and taken out of park, then lift that up and press it.
