I'll answer this question from firsthand experience only.
I drive a 2000 E46 328i, before I tuned it, my speed record was 147 miles an hour. I live in Michigan; I did it on country roads. That is really fast, but not that fast. My 328i gets about 200 lbs/ft of Torque and just shy of 200 bhp at 4900 RPMs. This means I generally don’t even move into 5th gear until about 100mph. I'm still in 3rd at about 80, pretty easily. Now compare that to a Civic. You just cannot.

BMWs are designed to be driven on the Autobahn. I was outside Essen last month on the Autobahn in a late 1990s 7-Series, a big, hulking car. I was cruising, cruising mind you, at 138 mph and it wasn't even difficult. I was in the left lane passing the car in front of me and about a mile behind me was a Red Porsche, the lady flasher her lights and literally in seconds, she was directly behind me, telling me I needed to get into the right lane. She seriously, blew my doors off. Passed with blinding speed. That just goes to show the speed capabilities of German Cars, I do not think that Japanese cars are capable of that speed. It was a Boxster, a base model Porsche.

German cars are set up for speed, the suspension is far better than the Japanese cars that are built for comfort, versus BMWs are designed to be driven and fast. If you look at the Aerodynamics of a BMW versus a Honda, its blatantly apparent. BMW's high compression Inline 6 engines are designed to have maximum power at high speeds, this is really important because of where they are driven. Hondas get their maximum torque and power at significantly lower RPMs, wheras BMW and Porsche are very high up there.

You also have to remember that many Japanese cars are designed to be tuned or fit with a Turbo, BMWs achieve better performance with Naturally Aspirated engines, it just isn't fair.
Now that BMW is fitting Turbochargers to their cars I really don't see how Japanese cars can continue to compete. The E92 335i had to be de-tuned to make it tame enough to be driven by a regular person. The Turbos are about 5" inches square, which is very small as Turbos go. The potential of BMW far exceeds that of the Japanese counterparts.

Quality on both are pretty high! The BMW is known for acceleration. Since your limited by law, acceleration is then more important. On that same note, it is known for high repair costs. After working on my Acura legend, I have to admit, Honda's are built very smart. Generally accessing things are easier, parts are more common and cheaper. Honda is far more reliable than BMW. No one ever accused BMW of being particularly reliable, and WOW are they expensive to repair once they do break down.

Japanese makers have built a reputation on building tech filled dependable autos for a fairly significantly lower price then its European counterparts.In my opinion, Japanese cars do not have style. Each person has their own preference, and each country makes great cars, but at "speed" BMW's are clearly superior. The Germans have the autobahn which cater to cars that travel in excess of 120mph...have you been in a Honda at that speed? Driver confidence is almost non-existent as the entire chassis feels like it's being exerted beyond it's engineered boundaries.
