It depends if you want to keep the car front wheel drive or convert it to rear wheel.I had a 1990 Celica GT. I put a Chevy small block 350. It cost me about 10 grand to make the conversion. I pretty much had to build a new frame. The only part of the old car I could keep was the body.
The celica's have a pretty banging four cylinder. I would just upgrade the motor it has. It will be more cost effective and require a lot less work.

By the way the 350 was amazing. I was running low 9's. I also did a ton of motor work to the 350. The bad part was resale of the vehicle. When i was trying to sell it people would not even pay close to what i had invested. I was never able to sell. I totaled the car.
the celica gt4 engine may only be a 2 litre turbo but if your willing to spend it should be relatively easy to get the bhp up - 350 / 400+
