Your multi-function switch in the steering column is bad. Not an uncommon problem on Fords. The switch controls your turn signals, windshield wipers, your hazards, your high-beams and your pulse wipers. The good thing is the switch is only about $60 at most auto parts stores and it's a 45 minute job to replace it. May be a $150 job at a shop with an hour of labor time.
Don't know about the back-up lights. They're not related.

Can a 2002 Ford crown VIcoria run on ethanol??

I total agree with the multifunction answer. Its common on these. We service PD cars and cabs and stock the part. It should be about 40-65 bucks. Napa, autozone etc usually stock it. The back up lights are another issue. Could be the back up light swich mounted at the base of the steering column. have some one look as you **** from park to drive and see if they even flash. Some times i have seen people with big feet dislodge the wiring harness to the switch when they lift their foot off the brake.
