Land Rover Discovery 03 air conditioner blows only on floor even when it says it coming through vent is open?

Is there a way to fix this? The air will only come out at the floor no matter what setting it is on. The vents are open. The air is cold. I 've tried the recirc, and everything else on the dash board.
