dodgeman is an idioti own a repair shop,and actually it could be either one,and maybe both, i have seen a little of everything in the shop lately, all you can do is start checking things,and narrowing them down,some times a heating problem is hard to fix,there's so many things that can cause it that we look over the actual cause of it sometimes,just check it and start ruling things out,that's how i do it,good luck,i hope this help,s.
Probably a thermostat, Your radiator could be plugged up some. Flush it and replace the thermostat. Like Dodge Man says. I could be one of several things. Start with the cheapest, Flush and replace the thermostat.

Your thermostat is proberly stuck open so replace that. and what is your fluid level and when did you last change coolant? that has a huge effect also. next move to the idea that that cooling fan is broken and needs to be replaced, or as simple as a sensor needs to be replaced. if it was a water pump you would see a leak underneath the car and a sweet burning smell.The first thing I would look at is the fan belt. Make sure it is tight, a loose fan belt will cause the engine to overheat sitting still. Next look at the radiator for signs of blockage of the air fins. Check the radiator hoses to see that they are not collapsed. Also check the coolant level in the radiator. If you're still looking, try the thermostat and if it's OK, my next best guess is leaking valves or weak lifters and or valve springs. If this is the case, you're going to need the heads removed and fixed as necessary.

cld be a couple of different things...make sure u got plenty of antifreese/water mix.....next u need to check and make sure ur fan is working propperly...then i wld check the thermostat..when u check ur thermostat out..put it in a put of boiling water...to see if it opens and use a thermomter to see what temp it is if it does open..u might want to put in a thermostat that runs a bit cooler than what it calls for. emesions and crap like to make things run hotter than it shld..if none of that works cld be ur water pump.Sway bar and attachments for 1989 Dodge B150 Van?

check coolant level first, and charlene no heat means no water not thermostat93 5 liter's are serpatine belted so first and for most check the fan clutch make sure it is a plenty stiff to turn with the motor and draw air throught the radiator to cool it, second it not your thermostat if it stays cool while you drive or under load it might be a clong or blockage some where i would do a flush on the motor and if that fails and the fan is pulling enough air through then stasrt to think mayby water pump easy way to check in to pull off a heater return hose from the heater core and start the car briefly and see how thw flow is and if it is sufficant then your stuck cause thats about all you can do with out anf exsperiance
