Question:
I think this solenoid cuts the fuel on deceleration but I'm not sure where it is. Also the high idle doesn't help on acceleration where the jimmy stumbles like it doesn't get fuel. Also it will hold the 1st gear too long unless you manually shift. I've looked for a vacuum or air leak, no luck, and the fuel pressure is in specs.

I own a shop and can tell you this; If you have these problems including a shifting type problem with the transmission, replace the throttle position sensor. If you work your gas pedal while watching the cable work the butterfly in the throttle body, you can see the shaft that the butterfly is on. Just follow this shaft to the other side from the cable, and you will find the sensor. Don't worry about all the mumble jumble about reference voltage, ground, and signal, because if you didn't have either one, the vehicle wouldn't run. You don't have to worry about adjusting it either because its not an adjustable type. It is a little contrary to put on though, as you must turn the throttle some in order to get it to go all the way on. You must make sure it is all the way on before you tighten the bolts or you will ruin the sensor. If it is not all the way against the mounting holes it's not all the way on, so keep moving it around until it does go. These vehicles are not rocket science as some techs would have you believe. A throttle positon sensor will go bad especially after about 10 years. They work like a volume control on a radio, raise it up the volume (engine) gets louder (faster), lower it down and the volume (engine) gets lower (slower). Since the sensor operates in the same little space most of the time, it will wear out after a few years, and start sending the signal all over the place or not at all.

Code 22 is a throttle posistion sensor signal low. DO NOT REPLACE IT! You'll need to have it diagnosed to verify that the ecm signal and referance volts are correct.
