I have an 88' Thunderbird, and all the fuses are good, and all of the electrical connections are live. I've tried putting in a different instrument cluster/panel, and the temperature and fuel gauges still will not work, even though I've tested them out of the vehicle with a 12volt power supply, and the gauges move. (The instrument panel is analog gauges and digital speedometer.) The speedometer, indicator lights, and illumination lights all work. Could there be any fusable links or relays that a Chilton's manual would not indicate?

First off; just know that all the guages are German Vdo made in that vehicle.The Fuel & Temperature Guages have a constant voltage device. The device keeps a steady flashing pulse of voltage to the guages. The reason for this is so when you turn a corner; the fuel guage won't jump all over with the sloshing of gas in the tank.

I am assuming that this device has gone bad.It is typical for BOTH the fuel and gas guage to not work if the device is bad.
How is the AWD system in the Matrix?
I do not know if the device is in the cluster or the car. On german made guages, it is really small , (dime or smaller) square looking with three little legs. Usually screwed on with slotted or phillips.

check the plug at the temp sensor the sensor or plug may be bad.check the one for the gauge not the one for the comp.if the gauge moves when you test the plug. get a new sensor.if it dont move then you will need to check the wires.Do the same for the fuel tank take the plug and ground the wire for the gauge .if it moves then you need a sending unit in the tank.if it dont move then you need to check the wires.GOOD luckMore Questions & Answers ...
