Chances are you are getting moisture inside the distributor cap. Most good automotive retailers sell a produst called "damp start" which can be sprayed into the distributor cap to displace the moisture. This will allow the sparks from the rotor arm to get the engine going, then the heat from the engine should dissipate the remaining moisture.I have a 2 year old Rover that doesn't like damp weather much either, so you're not alone!

Dampness causes the High tension voltage to leak away and it never reaches the spark plug, try spraying the sparkplug leads and HT unit with Dampstart or a similar product from Halfords when the engine has been running but is not hot.
