Unless you have vehicle inspections, don't worry about it. Other than CA, I believe it's just noise. Now state parks require a flame arresting exhaust(no open or flow through). Headers and a 2-1 exhaust with a free flowing muffler will get you the most power. If it is stock-mild, run 2.25 off the headers into a 2.5 single with a turbo style muffler. This will get you a good sound and power. Too much or not enough backpressure will hurt top end or bottom end, respectively. If you insist on true duals, run an h-pipe and 2.25. Make sure to ditch the stock manifolds and y-pipe, if you want the best sound and power gains.
