What is causing an issue with my 2001 Toyota RAV4 headlights?

Question:
The parking lights, fog lights, and high beams all work, but the low beams don't. I checked fuses, seemed fine. I replaced the bulbs, but the issue remains. What else should I be looking for?

if the car has day time running lights could be a relay problem or a switch.

sounds like it could be in the switch assembly. do you get any lights ever? like when you wiggle the headlight arm? you may want to grab your voltmeter and test the switch and check for juice.
