race track?

If your temperature gauge stays on cold and you get no heat through your vents, I would suspect the thermostat is stuck open.
Do you feel air blowing through the vents when you turn fan on high? If so, and the air blowing through is just cool and the engine temperature gauge never shows warm engine temp. I would suspect thermostat. If engine temperature is warm or hot and interior air is cool, then I would suspect heater control or blend door malfunction. First step would be determining engine temperature after running engine 10 minutes or so. Need to know if the engine is getting up to operating temperature.

What does the green blinking "S" light on a 92 honda accord mean? trouble?

the temp gauge could be a sender, but does the fan work? see if you get heat at speed, it could be just the fan fuse or a plugged heater core :(.

bantam electrics?

Put a thermostat in it and you'll solve both problems. Most likely the thermostat is stuck open, which does not allow the engine to heat up, which in turn won't allow hot water to make the heater work! good luck
