I had a '98 A4 and now have a '03 A4. It sounds like he's talking about the suspension bushings on the front wheels. The suspension has lower and upper components and the bushings are like rubber gaskets between the metal componets of the suspension and the wheel. The help absorb shock from travelling from the wheel through the suspension etc. which helps soften the ride somewhat.

The material originally used on the '98 cars had a tendency to wear out which would often show signs of wear by squeaking a fair bit when driving over bumps - like speed bumps. If you didn't fix them the bushings would eventually wear out and it would cause handling problems, & ride comfort issues with your car but you won't lose a wheel. I had them replaced on my '98 A4 but it was done under warranty so it didn't cost me anything. I don't think it'll cost you thousands to fix but the dealer will give you an estimate before you authorize any work to proceed.

I have an Audi as well. I fear what you are speaking about is the control arms and linkages that connect the wheels to the drive train. If you have a quattro drive this is very bad. If not, it is still bad. Now what is slightly confusing is that there are 4 per wheel so I am not sure how many you are referring to when you say "4 upper links". It is highly unlikely that these part wear out asymmetrically, so you are at least taking about both front wheels at a minimum.
From a safety standpoint, if you break a linkage at high speed, you could have a wheel complete fall off your car. This is really dangerous.
I would recommend a repair as soon as you are able. Do not take the freeway to the dealer, and yes this will be vert expensive.
Worst case, $4,500+/-, best case, over $1,000.
I am really confused by your use of the word "torn"
Steel rods do not tear, but a neoprene CV boot can tear. And there is only one per wheel, so that would explain your use of '4'.
This is less expensive, maybe $200 per boot.
