Answers:
No/ Yes but put some tips on the back to fool the cops. You would probally get better results by removing the cat and leaving the muffelers (like i did on our 1995 nissan truck which ran a lot better even took out a few civics)

catalytic converters remove some pollutants from your exhaust so it is illegal to be caught without one, a muffler makes the vehicle quieter so laws for exhaust are usually not as strict depending where you live. Running straight pipes out the back is a great idea! the less bends and turns that are in an exhaust pipe the better because the gasses will move faster and cause less back pressure making your car perform a little better.I have a '99 VW Passat. Don't run straight pipes. The engine needs some backpressure to perform properly. Straight pipes don't give the exhaust any tone. The car really doesn't lose much performance from leaving the cats on. You can always replace the midpipe with an aftermarket unit that has high-flow catalytic converters to gain some power.What is the best lift kit for a 1999 jeep wrangler?
burst out converters, make them free flow. DO NOT ADD MUFFLERS! YES, run straight pipe out the end or run tips on the end. 2-21/2 in. Hopefully you have a V8 any thing else may sound like crap.
