Engine computer was reset may be the battery was disconnected or a scan tool was used to clear computers memory. some times the monitors are hard to complete. driving the vehicle is the best way to complete all monitors but be shirr to include a couple 10 mile trips at highway speeds. OBD-II uses "readiness test" flags to indicate that the system is monitoring and testing all the systems under its control. If a monitor is "not ready" then part of the system is not being monitored/tested, so an undetected fault could occur during this time...In order for the OBD-II system to clear the readiness monitors and complete it's self diagnostic checks, the vehicle must be driven under a variety of normal operating conditions. All of the self-diagnostic checks have not been completed if one or more of the readiness monitors read "not complete." A number of factors, including emission repair work or recent disconnect of the battery can result in the readiness monitors being set to "not complete." In most cases the readiness monitors will return to "complete" very quickly, but in some cases it might require a few days of normal driving.
The inspection station is probably not "bs'ing" with you in this particular instance. My advice, give it a few days and try it again.
