If you are just "Plus Sizing" by getting bigger wheels and What appears to be a larger tire then no, your speedo should not change. It takes quite a big step up in tires to actually get your speedo to be off by a few MPH. When you Plus Size you are actually staying within the OE orverall diamater by only about a half inch to an inch and a half. Since you have a Toyota Celica I would have to say that even the biggest tire that you put on there will not change your speedo. You will be totally fine.
