I own a shop, and have worked on many of these in my time. This is called an air dam, and its purpose is to trap air and direct it through the radiator/air conditioner to dissipate heat. This keeps your fan from running all the time when you go down the road. Most vehicles that are designed with a small area for air flow through the front, must use an air dam to pick up more air, and direct it through the radiator. If this is damaged or removed your engine may over heat.
