If you are using the springs that came with the Accel HEI, then I would choose 1 silver (light tension) , and 1 silver-bronze (medium tension), they will look similar in color but the medium has a couple more coils. This is a good baseline curve for a combination like yours. If you are using a Mr.gasket or other similar advance curve kit , still choice 1 light and 1 medium spring.
As you are finding out, tuning and optimizing your cars combo makes all the difference in the world to the end results.
There is alot more to dialing in your timing, than the above mentioned springs, but this will give you a solid place to start.

Pull on the springs until you find the set that are in the middle. One set should be strong, one weak, and one in the middle. Go with the one's that are in the middle. If it boggs out of the hole, then you want the timing to get out there quicker.
The whole timing thing can be very confusing. All the springs do is control when the full weight advance comes in fully. Light springs bring the advance in quick, and the heavy brings the timing in slow. This is called a timing curve. With your set-up you would want all of your timing in by 1,800-2,000 RPM's. These springs are either installed with a dial back timing light or with a normal light and a tape put on the harmonic balancer to be able to read the timing in degrees up to at least 45 degrees. The first thing you need to look at is your base timing. Try kicking that to around 14 degrees, and see if you don't regain the power. Usually the stock springs that come in the distributor will work great. You want to run all the timing you can without the starter kicking back on you. If you still have any bog then you need to look at changing the springs. If I were you I would rule out any other things that could cause this before I went to changing the springs. Is the carburetor opening up too quick or too slow? Is the carb starving for fuel due to plugged filter? Set the timing with a vacuum gauge, and use the vacuum off the intake and not the carburetor. Set it to where you got the most vacuum, and see how it runs then. Also, adjust your carb with the vacuum gauge. Turn the screws in until it starts to fall off, and back it back out until it clears up, and go 1/2-1 turn more. Do this with both sides on the carb. Quick snap the throttle wide open to see if the secondaries are opening up. Too small of exhaust or not big enough mufflers will make the carb very lazy to open all the way. Rule this out, and you will find most of your trouble may not even be with the distributor.
I build engines, have two vehicles in which I race, one on a pro level. The 650 might be a little small with your cam but you didn't say what the lift was other then 480, or the duration. You have 480 on the intake, and what on the exhaust? Unless its a 480/480 which would be a pretty good cam at 110-112 degrees of duration.
Glad I could Help. Good Luck!
Part 2:
If you go to Accel's web site you will find the answer for your springs. They make a cover that goes over your harmonic balance made of aluminum, that looks good and has all the degrees you would ever need. You can get one from Jegs for about $30. Get one and install it! After you do, use a normal timing light and see what your base timing is @ idle with the stock springs. Remove & Plug the vacuum hose when you do this. Use a Tach to read your RPM's, and what you are looking for is 38-42 degrees of total timing, in no later than 3,000 RPM's. If you do not understand how to set up a distributror, go to www.cranecams.com and do a search on how to set ignition timing. If you race the car then have all your timing in by 1,800-2,000 RPM's, and no later than 2,500 RPM. Like I said before, I race, and I have blue printed many distributors in my life time. ALL the springs do is, controls how quick the timing reaches total timing. If it comes in too quick it may slow you down. I have set some distributors up and only had to use one spring from the curve kit, and one stock spring to acheive the total numbers needed.
