In the UK, yes unfortunately. It is considered a danger to pedestrians and so is illegal. However, in the USA the "leaper" is supplied on the bonnet (hood) of the cars since the "pavement" or tarmac to us is considered to be for cars not pedestrians so they shouldn't be on the road in the first place. However, as a long term Jaguar owner in the UK I've fixed one on all of my cars and have never been pulled up for it. I even have one on my E type!

As an aside to safety, I was at the launch of the new XK Jaguar in South Africa last January (I am a journalist) and the new pedestrian safety system whereby the bonnet raises by 1ft if you strike a pedestrian was proudly displayed. This is to reduce the possibility of head injury since the head has less far to travel. This however will not be available in the USA since, according to Jaguar research, the Americans park by touch and so the risk of setting the system off accidentally and thereby occurring law suits for stress and anxiety was considered too great!

Are you in the UK ? If so, I think any such fixed emblems on a bonnet are illegal as they are an extra danger to any person you might hit. It would have to be hinged.

If the mascot retracts on contact then it is OK, the Spirit of Ecstasy (Rolls Royce) and the 3 pointed star (Mercedes) both give way if you contact a pedestrian. A fixed mascot has been illegal / MOT failure since the mid 1970's in the UK, for cars newer than that it's a (minor) offence, but as lynx points out you are unlikely to get into trouble for it, unless you did hit a pedestrian and then aside from your feelings of guilt you could face an expensive lawsuit.
It's OK to fit one to an E-type lynx since they pre-date the legislation and were original equipment anyway.
