I would definitely call the ASPCA or your local Animal Control Officer, and see if they can find that kitty a better home. Not to mention, maybe a stiff fine for the owner.

Well, it sounds to me that the owner of the cat is an ignorant b****. Don't report it, she'll get what she deserves.
