1. you need to seal out the water from the engine/trans/diff/ vent tubes.
2.then get a snorkel for the engine air inlet
3. find somway to provide propulsion in the water. 4 wheeler tires do it with the big lugs on the tire. You could make some hub caps to push water,

Yes. I did it in 1981. The windows are the most difficult bit to seal as it will sink really low. Also it will only run for about 30 seconds. But technically i.e not really, yes.
