Tape a rag on the end of a stick. take out the bulb. soak rag with some water, wring it out real good, and try to clean. If that doesn't work try some soap on the rag keep moving to more powerful cleaners until it takes it off. Do not let the liquid drip into the headlight or it will fog up on the inside and blow bulbs constantly.

It is sealed to keep out water. In oreder to clean it remove it from the car. there is a whole in the back where the bulb goes. use one of those scothbrite pads attach to something long enough to reach inside.
