If it's anything like my old BXs, there is no separate fluid or filler. Brakes, suspension and steering are all powered off the main fluid reservoir and pump.
The (large, green?) reservoir should have a little clear plastic bubble on top. Run the engine and put the suspension in high. If the oil level isn't between to two rings you need to top it up - with the right fluid!

The power steering is connected one of the fan belts in most cars (along with the alternator and air con and water pump in some) perhaps if you can find which it is you can trace back to the fluid tank. Also check if that belt could be slipping. That could also cause intermittent loss of power steering.

Open up the bonnet, its the black box on the passenger side with lots of rubber hose coming out of it. This is where the LHM Hydraulic Fluuid is stored and there is a filter there as well. Check on the fluid level by setting the car to its highest level and observe the orange indicator on the storage and it must be on the top ring. If the fluid is OK, then the filter must be clogged and you might want a mechanic to clean it. If this occur again after you clean, (normally after a couple of months) then you may need to flush it (with citroen's flush).
