But some have left false impressions here. The Teves Mk III ABS has a Traction Control Function from the early 90"s and appears across many Brands of cars(Think Accord/Legend in Honda world).
ABS on a Civic seems a bit ridiculous, but your brakes should work just fine with it being broken and fixing it is optional. My suggestion is learn to drive and you will never want ABS. Frankly only the Posers want it and the true enthusiast is most happy to delete that option when ordering their car. I do make A LOT of money fixing the stuff though!
