How to make a toy(ish?) Car?

Question:
Okay...I'm 13 so this might be difficult to get all the parts but I want to make a toy(ish) car. What I mean is that I want a little car that I can drive in like a real car but...well...smaller. I know it'll take a lot of studying to do but can anyone give me any advice? Also I want it to be able to go pretty fast. And the drive things to be like a real car. (Is that legal?)
