This is easy... you should replace the timing belt BEFORE it breaks, since it can do a lot of damage. Check your owner's manual about recommended mileage. Depending on how much it costs, don't hesitate to get it done. Don't skimp on this one. You can get away with pushing an air filter or oil change past due, but not this.

If a timing belt has broke, you can open the oil filler and shine a flash light into the crankcase, then while someone is starting the motor, then look into the crankcase. You should see the rocker valves moving, if not, then the belt has broken OR you have a damaged camshaft. Most cases, a rough idle is due to sensors or bad fuel/air mixture. A little more information is needed to narrow the problem. If the timing belt has slipped, then the car most likely would not idle at all.
