But for a softer ride...? well, you need to first think about the "type" of Neon it is... if it's a sportier model - such as the RT and the SRT and the ES models, they're set up with a stiffer ride and suspension for better handling. they use a low profile tire for better performance...

My 02 dodge stratus sticks in reverse when i back up. is it the transmission?
Another thing to consider is the MODEL of the tire. The Goodyear Eagle, for example, is a sportier tire and has firmer sidewalls... it's made for more sporting handling and gives a firmer ride. if you go with, say, the "Aquatread" or some other Goodyear brand, it's designed more for smoother rides - so a bit more comfy...

The poster above about the tire not providing the ride is partially right... tires don't do too much for the softness of the ride... except when you get really detailed about it.
How do you change the clutch fluid on a 1994 Jeep Wrangler?
OK... let's look at a typical tire size - say 185/65/15. the 185 refers to the tire's width at the tread... it's 185 millmeters wide. the 65 refers to the "aspect ratio" of the tire's sidewall. the 65 means that the side of the tire is 65% of the width of 185... And the 15 refers to the opening of the tire - the size of the wheel...
98Dodge avenger oil around spark plugs why?
now, if you go with a "lower profile" tire, you drop the aspect ratio of the tire. so a lower profile tire would be a 50 or 55 or even lower... so you could have a 185/50/15 tire. Since the sidewall of the tire is shorter, it doesn't have as much material to flex... that flex of the tire sidewall CAN help soften the ride.
Opel Vectra carb swap. Pls help!?
if you go with a higher aspect ratio - say a 70 - you can a taller tire with more flex - hence a bit softer ride - but you can lose some handling... the car will not turn as well as the tire flexes a bit more...
How do i take off the e-brake handle on my 2003 chevy cavalier?
ALSO - something to remember when changing tire sizes. if you reduce the overall diameter of the tire - from tread to tread - you will change the number of rotations the tire makes in a mile and your speedometer will be off. if you go to a larger tire (the higher aspect ratio) - your speedometer will still be off...
