yes the battery light is suppose to be on because that light will come on to let you know that your alternator is not working and since the car is off the voltage is lower and it throws the battery light on.

if you are talking about when you turn the ignition key backwards too the accessory position to listen to the radio with the engine off in no way should the battery light come on unless you are below 6 volts on you battery.if this is what you are talking about,you either have a worn out battery or your alternator is going and it is not charging the battery enough.a simple test for your alternator is to start you car undo the negative battery cable and if the car stalls the alternator needs replacing if it stays running it is fine.from what i gather though you need a new battery,unless it comes on after listening for a while then its just plain and simply you are draining your battery on your own.start the car and let it run for a few minutes to recharge the battery.
