2004 Toyota Land Cruiser with Electrical Problems... Four-Way flashers won't stop blinking irratically.?

Question:
I took it to the dealership the other day and the flasher assembly was replaced. Now, the tachometer is malfunctioning and the flashers won't quit blinking. Any insight from a mechanic would be appreciated.
