Freeway vs city?

Question:
I just get a new job. There are 2 alternative way for me to go there. One is via freeway, which is 33 km + around $1 of toll free, the city way is just around 20 km.

What do you think?

Which way do you think is better for me to save petrol ? On the freeway, i would drive around 20-60mph (yes sometimes it get traffic jam on freeway too), and in city around 10-30 mph.

Is there any new highways currently under construction anywhere in Ontario?

Another question, how bad can the mpg drop on a very bad traffic jam ? Like today it took me 2 1/2 hour to drive 20 miles although i took the freeway.

How much will I spend on gas if I start in Arlington, TX to New York, NY and back?

It depends on how much time you are spending in city traffic. If you are making better time going through the city than you are on the highway, then I would go through the city. You are going to burn more fuel or as much fuel sitting in traffic as you are driving at lower speeds in town and you would get to work sooner. I personally can't stand just sitting in traffic. It makes me ill and I also can't stand the exhaust fumes.
