If you mean "Not Amtrak", you're in luck. Metrolink trains go as far as Oceanside. http://www.metrolinktrains.com/stations/...where they meet the Coaster, the San Diego commuter rail.

This is similar to how savvy people get from NYC to Philly. Rather than pay a hefty Amtrak fare, they the metro NYC and metro Philly commuter rails, which meet at Trenton with a timed, cross-platform transfer. For about 1/3 the price!

If you don't want ANY rail, you should be able to cobble up a route using MTA, OC Transit and surface transit from Oceanside. But it would be a long, long ride with many transfers... ouch!
