Move over to allow the person on the freeway if possible, but if not, slowing down is always your safest action. There is really no point to speeding up since the merging traffic is accelerating to freeway speeds to get on. I would back off and allow them on.

But that's just me. I pay attention to other traffic, don't talk on cell phones, eat burgers, put on makeup, read maps, or other stupid things while driving.

If this person doesn't see me I would slow down or change lanes. If you slow down you can leave the other motorist sufficient room to merge, If you speed up the person behind you might do the same and block the guy from merging....then you both look like ***holes. If there are cars behind the one that's trying to merge it might be best to speed up or change lanes and hope you start a chain reaction of courtesy with other motorists.

I tend to drive defensively, which means I am always on the lookout for someone needing to come into my lane. I've found that by driving this way, there is very little which surprises me, since most drivers are rather predictable.
