It is easier for the passee to see the passer if they are coming up on their left side. Consistancy helps prevent accidents.

I would think that it is because the right lane has traffic that is merging in or slowing down to exit; or if it is on surface streets because people turning.

cos you are driving sitting on the left side and do not have the same visibility on right as you have on left side of road. Hence, the right lane is the slow lane, you don't want people zooming by you on the right side when your visibility is restricted on that side.

There is not officially a fast or slow lane. They are numbered 1 through however many lanes there are . With the lane on the left in the US being #1 and the rest numbered all the way out to the right. The reason it has the name the slow lane is because it was intended to be a declaration lane and acceleration lane for getting on and off the freeway. And in some states where there are only 2 lanes the right lanes are for slower traffic so that the left lane is open for people to pass

But if you come upon a car moving slowly you are to signal to the left lane passing the car in the right lane then once past signal back into the right lane.
