Does anyone know when the Folkestone to London rail link will be opening?

Does anyone know when the Folkestone to London rail link will be opening? I know it's scheduled to be November this year but is that just for international passengers or for domestic commuters too? What will be the journey time on the domestic route to and from London? Would now be a good time to think about moving to Folkestone? I want to live by the sea but still be within 75 minutes commute of London. Everywhere else, Brighton etc, is far too expensive. What effect will the rail link have on property prices do you think? Would it be best to bite the bullet and do it now? Thanks for all your advice!

International passengers only initially. I believe the domestic service may start in 2009. Probably a good idea to buy property - assuming you haven't already missed the boat. But remember that the new trains will take you to St Pancras station and a high premium fare will be charged.
