Why do the traffic lights in b.c. Canada flash green? What does that mean for drivers?

I recently visited there and was not sure what to do with the flashing lights as we dont have anything like that in the USA.

In Vancouver, if you look, you'll see that the intersections with flashing green lights have stop signs for the perpendicular roads.

So, basically, it means go (straight), but watch out because some idiot might not see you, or might not stop at their stop sign. It does not mean that you have the right of way to turn left ahead of oncoming traffic.

It is an advanced green for motorists making a left-hand turn in traffic. It means if you're in the left-hand turning lane you can go first, before the folks coming straight through from the other direction.
