There may be someone that you don't see that doesn't know you're turning. (Imagine a tourist not knowing you are in a left hand turn lane and thinking you are going where you say you are).

And yes its also illegal. Thus the cause for stopping and checking to see if the driver is drunk. All lightings r not mean for the driver. Its meant to alert all other motorists of ur presence.
