There is no general percent, but it is drastically reduced in larger vehicles because they don't get a chance for their recurculating emissions systems to kick in (usually over 45 mph or so, makes vary). That's what the City/Highway EPA mileage estimates are for, and some newer large vehicles vary greatly (ie, 15 City, 28 Hwy), where smaller, lighter vehicles are closer (ie, 24 City, 30 Hwy). It really just depends on your vehicle type and the percent of "stop and go" that you do.
