It all depends on your vehicle, and how much/long you are in that kind of traffic. There is no general percent, but it is drastically reduced in larger vehicles because they don't get a chance for their recurculating emissions systems to kick in (usually over 45 mph or so, makes vary). That's what the City/Highway EPA mileage estimates are for, and some newer large vehicles vary greatly (ie, 15 City, 28 Hwy), where smaller, lighter vehicles are closer (ie, 24 City, 30 Hwy).
