As others atted before me, the yellow signs are recommendations. I once asked a state police officer (I saw him in a store) about the ticket issue, and he said they can't ticket on a recommendation. However, if you are involved in an accident in that area, and were exceeding the recommended limit, you are given a ticket for "Unsafe Driving for Conditions" or whatever it is called in your state. That said, I then decided to ask my boyfriend, who coincidentally enough was a DA if the ticket would be upheld. :) He said the DA would most likely remove the ticket from your record as long as you did not have a 2nd such ticket in the next 2 years, so no points, no fine, just court costs, as long as you went clean.
