People can't exactly do a 90degree turn while going 40 miles and hour, so when the hafta get off the road they gotta slow down so they won't completely flip when turnin. Likewise, when people turn on your road, if they were doin it at full speed, the same outcome may come to them too.Also, when you're in the left lane, you're not tryin to turn off the road (unless at a stop light, but then all the lanes are stopped anyway) so obviously you tend to pick up the speed a bit if you're just coasting straight for a while. You have no intentions of moving for quite some time, so you want the straightest shot with no interruptions. Interruptions such as turns on to other roads or any possible groups or attractions on the side of the road.
