If merging cars had the right-of-way, freeway traffic in the right lane would literally have to stop in order to let mergers on -- just imagine the chaos!
It should be were the cars on the interstate are in the left lane while you just can easily merge onto the interstate without disrupting the traffic or speed of other drivers. This doesnt always happen so if anyone has to yield it has to be the one entering the interstate. buckle up and safe driving

I HATE when some people go on an entrance ramp and then STOP and wait for an open spot in traffic before they get on the freeway!! You are supposed to use that ramp to accelerate and match the speed of the cars on the freeway so you can merge. I think it's pretty stupid to enter a freeway at zero MPH.What is the most bizare encounter you've had on a subway ?
As to your question......I don't think anybody should yield. You should merge into the right lane from the ramp just as you would merge into any other lane. You should be going the same speed as the traffic.
The on-ramp drivers must yield, though most highway drivers make room - especially semi-truck drivers.

You are entering the freeway, everyone else is already ON the freeway. Therefore, you have to yield because you are the person that is merging onto the freeway into existing traffic. However, you should try to keep with the flow of traffic (aka don't merge on the freeway going 45 mph - unless you have a death wish) and others on the road should merge over or leave space for you to enter.You don't need a law, it's freaking common sense!
