The situation could be that the person is old and unsure of driving faster. A person could be looking for an address or a turn off. In any case, how important is this? Because 45 is the Limit, Not the Minimum, although I do agree that it is very annoying, there is no minimum speed when the speed limit is 45mph & under . Check you state and local traffic law for further details.There is no law that says a person has to drive at the speed limit. Only on Interstates is a minimum speed of 40mph is posted. If you were butthole, imagine how difficult it would be to drive at all. No hands, no eyes.
