Expand mass transit for starters. Improve bus lines and service or experiment with light rail systems. Here in Denver they just expanded a major traffic corridor with a light rail line and the trains are almost always packed.

This makes public transportation better because there are more people near the train/bus stops. You can also put buildings where people work and live near each other so they can walk to work.
